After a 2014 launch responding to the needs of specific citizens, the policy has shifted from a top-down to bottom-up approach.
This policy represents an improved effort to bring the municipal institution closer to local communities and encourage citizens to participate in neighbourhood life and life in the city at large.
Born of projects both specific and spontaneous, the policy has grown to involve increasing numbers of citizens and representatives of groups, associations, and formal and informal committees.
870 people engaged with the project in 2018; the figure reached 3,622 in 2022. That year, 87 meetings took place with a city councillor present.
