DECIDIM Catalunya — “Decide” Service
Digital participatory platform for local governments.
POLICY OBJECTIVE
Support local entities in promoting citizen participation by introducing the Decidim platform as digital participation infrastructure and providing advisory support in participation issues to ensure its quality use.
The Catalan Government offers the service through the Open Administration of Catalonia Consortium (AOC), which provides the Decidim platform to local authorities.
Advisory support on citizen participation is offered by the Lleida and Tarragona Provincial Councils, who counsel municipalities on how to use the service.
CONTEXT
Under a pilot project launched in 2021, ten municipalities received training in citizen participation, as well as guidance and technical support in designing their projects. The Decidim platform was ultimately incorporated as infrastructure to make it easier for people to participate digitally.
From 2022, the service has been offered universally in the provinces of Lleida and Tarragona.
POLICY DESCRIPTION
A specific working group involving the Catalan Government, Open Administration of Catalonia Consortium, and Provincial Councils of Lleida and Tarragona provide the service collaboratively as part of the Open Government Network (XGO).
KEY ASPECTS
- Move towards a model of high-quality citizen participation agreed within the framework of the Open Government Network.
- Promote participation policies in the provinces of Lleida and Tarragona, where efforts to develop such policies have historically faced greater challenges than in other Catalan provinces.
- Spread use of the Decidim platform as Catalonia’s digital participation infrastructure, both to standardize how participation is managed and to make it easier, with a usable common platform, for citizens to participate.

Service currently in the deployment phase.
17 local entities have requested and received the service, and 8 have activated participation environments.
